The 2020 Prenatal-to-3 State Policy Roadmap is a comprehensive review of effective policies and strategies to help state policy leaders make informed decisions regarding their state’s prenatal-to-3 system of care. This new tool – to be updated annually – is guided by the science of the developing child, rooted in rigorous policy research, and can be used to promote equity.
The 2020 Prenatal-to-3 State Policy Roadmap is the first evidence-driven guide that outlines the most effective policies and strategies to help state policy leaders make informed decisions regarding their state’s prenatal-to-3 system of care. This new tool – to be updated annually – is grounded in the science of the developing child and rooted in rigorous policy research. After comprehensive reviews of the strongest evidence to date, the Prenatal-to-3 Policy Impact Center at The University of Texas at Austin identified 11 effective solutions, including five policies and six strategies, that promote nurturing environments for infants and toddlers and racial and ethnic equity in access and wellbeing. The Roadmap also details eight science-based policy goals that foster optimal child health and development. All 50 states and DC can see where they are on the Roadmap policies and strategies and measure their progress each year in their own state data profiles.
