Virginia Governor Glenn Youngkin has announced significant early learning and child care investments. The Building Blocks for Virginia Families initiative will include funding to ensure access to high-quality early childhood programs for every low-income family currently receiving public support and a scholarship program and incentives to reduce teacher shortages, among other attributes.

In his announcement. Youngkin referenced the Prenatal-to-3 Policy Impact Center’s report, Early Investment, a Lifetime of Returns: Articulating the Value of Early Childhood Investments in Virginia. He said the report’s findings on the return on learning investments informed the development of his new initiative.
