Emily is the Managing Director of Strategy and Partnerships at the Prenatal-to-3 Policy Impact Center. In her role, she leads the planning and execution of the Center’s engagement strategy which includes the building of collaborative relationships with state policy and program leaders and national partners, translation and dissemination of the Center’s work, and active support for state leaders as they develop and implement policies that are proven to positively impact families with young children.
Prior to this role, Emily was the Director of the K-12 Institute at the Education Commission of the States, where she spearheaded the Institute’s strategic direction, led her team in the creation of a robust portfolio of work spanning over 30 policy areas, and offered in depth technical assistance to state education leaders across the 50 states and the District of Columbia. Emily has also provided policy research and analytic support for several national organizations including the New America Foundation, KnowledgeWorks and the Aspen Institute, and authored policy reports and playbooks on issues including the early education workforce, the impact of positive school climates on student success, the necessity for student-centered learning options, and the important of registered apprenticeships. She is also a certified birth doula.
Emily has a Master’s Degree in Comparative and International Social Policy from the University of York in England and a Bachelor’s Degree in Psychology from Duke University. She resides in Ithaca, NY with her husband and two elementary aged children. In her spare time she enjoys impromptu dance parties with her family, hiking Ithaca’s gorges, and over-committing herself to the PTA, co-leading a girl scout troop, and assistant coaching her kids’ baseball and soccer teams.
